The European Commission, with the Communication COM2009 (544), indicated the need for an integrated sea observation and forecasting system. Two years earlier, through the Blue Book (COM2007 (575)), the need was felt to have an integrated maritime policy based on the explicit recognition of the correlation of all issues related to the European oceans and seas and the need for maritime policies to be worked out jointly in order to achieve the desired results.
